The Workforce Investment Board (the "WIB") of Solano
County is a private, non-profit, federally funded agency that
operates in partnership with Solano County. We provide workforce
development services to employers and job seekers in Solano
County, with a mission to serve the business community; and,
to improve the quality, competitiveness, and productivity
of our local workforce.

The Workforce Investment Board (the "WIB") has a
-33- member Board of Directors, which operates under the guidelines
of the federal Workforce Investment Act (WIA). The Chairperson
of the Board must be a business representative, and the Board
must have a majority of business members. This assures that
private employers have a strong "voice at the table".
The WIB Board of Directors is the policy maker for programs
that serve Adults, Youth, and Dislocated Workers (who have
lost their jobs due to plant closures or layoffs.) The Board
is also responsible for overseeing a 27-member collaboration
of educational, training, and employment-related entities
that operate the Solano Employment Connection (SEC). This
is Solano County's One Stop Career Center system. There are
two full service Career Centers, located in Fairfield and
Vallejo.
For the 2007/2008 term, the Board Chairperson is Ms. Sue Vaccaro of
Solano Garbage, and the Vice-Chairperson
is Mr. George Dudikoff of Dudikoff Insurance Company.

History
The Workforce Investment Board (WIB) of Solano County was
formed in 1982 as the "Private Industry Council of Solano
County" (the "PIC") under an agreement with
the County of Solano. As the Private Industry Council, the
agency administered workforce development programs under the
federal Job Training Partnership Act (JTPA). Leadership included
representatives from private business, education, labor, health
& human service agencies, community based organizations
and other employment & training agencies.
In June 2000, the federal government enacted new legislation
to replace JTPA, the Workforce Investment Act (WIA). The agency's
name was changed to the Workforce Investment Board of Solano
County, and programs were re-designed according to the new
mandates under WIA.
The agency has broadened it's impact on the local community
by providing the basic programs that are funded by WIA, and
expanding services to the general public through the development
of the Solano Employment Connection Career Center services.

Job Readiness
Employers consistently remind us that they are looking for
more than job skills and experience when hiring new employees.
Employers are looking for people who understand how to operate
in the workplace. The WIB has a special training program,
which is mandatory for all adult clients, designed to identify
the skills, behaviors, and attitudes that contribute to an
employee's success in the workplace. These Job Readiness workshops
also provide special training on how to select the right career
and how to prepare for, as well as interview for, a job.
Nurse Workforce Initiative
The WIB is completing a three-year program to increase the
number of trained, licensed registered nurses in Solano County.
The program is assisting first year nursing students who are
at risk of not completing the rigorous program. Additionally,
the program is providing upgrade training for incumbent medical
workers.
Youth Employment Program
Through annual funding from Solano County Health and Social
Services (H&SS) the Youth Employment Program (YEP) strives
to achieve a primary objective: that is to expose dependents
of TANF/CalWORKs/AFDC households or foster homes, or youth
enrolled in the County's Cal-Learn program, to the world of
work. By providing aid dependent youth with exposure to adults
at work, the youth learn first hand the rewards available
to working adults. These are youth that do not have this experience
in their daily life. This positive contact is also hoped to
encourage the youth to stay in school, and to be successful
in careers or vocations that provide professional satisfaction
and financial rewards.
Each year, over 40 youths, ages 14-18, will enroll in a paid work
experience program, and will attend job readiness and career
exploration workshops.
